DPCW_1038 : 2023 Peace as Institution to Change Daily Lives of People

Under the theme of “Institutional Peace: Strengthening Communication to Build Trust”, an international peace NGO, Heavenly Culture, World Peace, Restoration of Light(HWPL), held its 7th Annual Commemoration of the Declaration of Peace and Cessation of War(DPCW) from March 14th to 19th in 41 countries including Seoul, Korea and from Africa, Europe, North America and Asia.

With the foundation of “Declaration of Peace and Cessation of War (DPCW)” as a tool for comprehensive global peacebuilding cooperation, 7,000 people in the fields of politics, legal profession and religion, education, media, women and youth joined the event in many different places of the world. Participants shared the cases of conflict prevention, mediation, and resolution to institutionalize peace as a universal culture and norm.

“This declaration, comprised of 10 articles and 38 clauses, aims to restore the spirit that served as the basis for the establishment of the United Nations and to achieve sustainable peace by promoting the universal values of the global community. The DPCW contains the message of no war, peace between nations and societies, friendly relations, prosperity, happiness, this is a simple message and everyone can relate to this message,” said Prof. Dr. Md Nazrul Islam, Chairman of International Law from University of Dhaka and one of the HWPL International Peace Law Committee members who drafted the DPCW, in the event on March 14th.

Hello, everyone. I’m Prof. Dr. Md Nazrul Islam (Asif Nazrul), Chairman of Department of Law, University of Dhaka. First of all, I would like to thank HWPL Chairman Man Hee Lee for inviting me to ‘HWPL’s 7th Annual Commemoration of the Declaration of Peace and Cessation of War (DPCW)’ and giving me an opportunity to give a speech at this session.

 

After my first visit to South Korea in 2015, I wrote up the draft of the DPCW, and 10 articles and 38 clauses of the DPCW were completed with the efforts of the renowned legal experts around the world and the constant feedback of Chairman Lee. So, in this presentation, let me give you the significance and development process of the DPCW that I witnessed.

 

Let me bring us back to when I had a meeting with Chairman Lee. When Chairman Man Hee Lee explained to me that HWPL wants to develop their documents of peace, calling for the cessation of war, and spreading the culture of peace, I told him “There are many documents which are passed by the United Nations General Assembly, there is a UN charter and international agreement. Why do you want to add a new document?

What will be the use of that?”

He just communicated to me that he wanted to develop a document from a global citizen perspective and to also address the deficiencies and what was lacking of the UN charter and UN documents.

 

HWPL proclaimed the Declaration of Peace and Cessation of War (DPCW) in 2016, which was drafted by the HWPL International Law Peace Committee, which is comprised of renowned international law experts from 15 different states. This declaration, comprised of 10 articles and 38 clauses, aims to restore the spirit that served as the basis for the establishment of the United Nations and to achieve sustainable peace by promoting the universal values of the global community.

United Nations Chinese Language Day April 20

Celebrate UN Chinese Language Day

The United Nations has six official languages, Arabic, Chinese, English, French, Russian and Spanish. In order to emphasize the importance of linguistic and cultural diversity and promote the equal use of the six official languages ​​of the United Nations, in 2010, the United Nations Department of Public Information (now the Department of Global Communications ) announced the launch of United Nations Language Day.

 

The initiative aims to celebrate multilingualism and cultural diversity and promote equal use of the six official languages ​​at the United Nations. In the same year, after the demonstration by domestic experts, the Permanent Mission of China to the United Nations suggested to the United Nations that the Chinese Language Day should be set as the traditional Chinese solar term "Grain Rain" on April 20 every year to commemorate the contribution of Cangjie, the "ancestor of Chinese characters", in creating characters. .

 

  Since the first celebration was held at the United Nations Headquarters in New York on November 12, 2010, the United Nations Chinese Language Day has become a window for people to understand Chinese culture. Every year around Chinese Day, the United Nations Headquarters in New York will launch a series of colorful activities, covering art exhibitions, Chinese learning forums, special lectures, fashion and traditional opera exhibitions, etc.

Gu Yu and Cangjie Invented Characters

  Guyu is the last solar term in spring. At this time, the first planting of seedlings and new crops in the field need the nourishment of rainwater most, so it is said that "spring rain is as expensive as oil". At the end of spring and the approach of summer, duckweed in the pond begins to grow, and spring tea is also harvested around this time. At this moment, it gives people a scene of the growth and prosperity of all things, as the saying goes, "the season of the year lies in spring".

 

  Regarding the origin of the Grain Rain Festival, according to "Huainanzi", Cangjie's creation of characters was an earth-shattering event. The Yellow Emperor issued an edict in late spring and early summer, announcing the success of Cangjie's coining of characters, and called on the people of the world to learn it together.

 

According to legend, he moved the Emperor of Heaven because of his merits in making characters. At that time, the world was suffering from a famine, so he ordered the heavenly soldiers and generals to open the granary of the Tiangong, and it rained millet, and all the people in the world were saved. Therefore, later generations named this day Guyu, which became one of the twenty-four solar terms.

 14 April is World Chagas Disease

 

Chagas disease, also known as "silent or silenced disease", affects mainly poor people without access to health care or people without a political voice.

 

The disease progresses slowly and often shows an asymptomatic clinical course. Without treatment, Chagas disease can lead to severe cardiac and digestive alterations and become fatal. Raising awareness of the disease is essential to improve the rates of early treatment and cure, together with the interruption of its transmission.

 

In 2023 we are shining a spotlight on Chagas disease, the suffering it causes and are calling for equitable access to health care and services for everyone affected by the disease.

The theme for 2023 is Time to integrate Chagas disease into primary health care, so that universal care and surveillance start at the most decentralized level of the health system. In many countries, there are low detection rates (<10%, frequently <1%) and frequent barriers to access adequate healthcare.

 

Chagas disease is prevalent among poor populations of continental Latin America but is increasingly being detected in other countries and continents.

 

It is often termed as a “silent and silenced disease” as the infected majority have no symptoms or extremely mild symptom. There are approximately 6-7 million people infected with Chagas disease worldwide, with 12,000 deaths, every year.

At the Berlin rally, the private television station Leipzig Fernsehen broadcast and explained the meaning of Chairman Lee's name as 'light' and 'illuminate', thereby shedding light on the role of Chairman Lee as 'the light of the East'.

We are moving away from the narrative of curing or converting autistic people and instead focusing on accepting, supporting and including autistic people, and advocating for their rights. This is a major transformation for all autistic people, their allies, the wider neurodiversity community and the world at large. It enables autistic people to claim their dignity and self-esteem, and to become fully integrated as valued members of their families and societies.

 

It also makes it possible to focus attention on the contributions that autistic people make to the world, as this year’s World Autism Awareness Day (WAAD) observance will do, focusing in particular on their contributions in the home, at work, in the arts and in policymaking.

 

Autistic people do, nevertheless, still face discrimination and other challenges. As with all populations, autistic people have a wide range of talents and challenges that are often not recognized by the world they are born into. In addition, the levels of awareness and acceptance vary dramatically from country to country. We must also recognize that autistic people are especially vulnerable to the major upheavals to routines and daily lives that we witness all around us, such as pandemics, wars and natural disasters.

 

 

The event is organized in close collaboration with autistic people and will feature autistic people from around the world discussing how the transformation in the narrative around neurodiversity can continue to be furthered in order to overcome barriers and improve the lives of autistic people. It will also address the contributions that autistic people make and can make to society, and to the achievement of the Sustainable Development Goals.

 

The 2023 World Autism Awareness Day observance is organized by the United Nations Department of Global Communications and Department of Economic and Social Affairs, in collaboration with the Institute of Neurodiversity (ION), an organization established and run by neurodivergent people for neurodivergent people and allies. ION is based in Switzerland and currently has a presence in 14 countries. ION is working to help create a world where neurodivergent individuals feel accepted, represented, included, empowered and heard. The event is co-sponsored by the Permanent Mission of Poland to the United Nations, with support provided by Group for Autism, Insurance, Investment and Neurodiversity (GAIN).
