International Day of Sign Languages 23 September

Sign languages unite us!

 

The International Day of Sign Languages is a unique opportunity to support and protect the linguistic identity and cultural diversity of all deaf people and other sign language users.

 

During the 2022 celebration of the International Day of Sign Languages, the world will once again highlight the unity generated by our sign languages. Deaf communities, governments and civil society organisations maintain their collective efforts - hand in hand - in fostering, promoting and recognising national sign languages as part of their countries’ vibrant and diverse linguistic landscapes.

 

According to the World Federation of the Deaf, there are more than 70 million deaf people worldwide. More than 80% of them live in developing countries. Collectively, they use more than 300 different sign languages.

 

Sign languages are fully fledged natural languages, structurally distinct from the spoken languages. There is also an international sign language, which is used by deaf people in international meetings and informally when travelling and socializing. It is considered a pidgin form of sign language that is not as complex as natural sign languages and has a limited lexicon.

The Convention on the Rights of Persons with Disabilities recognizes and promotes the use of sign languages. It makes clear that sign languages are equal in status to spoken languages and obligates states parties to facilitate the learning of sign language and promote the linguistic identity of the deaf community.

The UN General Assembly has proclaimed 23 September as the International Day of Sign Languages in order to raise awareness of the importance of sign language in the full realization of the human rights of people who are deaf.

The resolution establishing the day acknowledges that early access to sign language and services in sign language, including quality education available in sign language, is vital to the growth and development of the deaf individual and critical to the achievement of the internationally agreed development goals. It recognizes the importance of preserving sign languages as part of linguistic and cultural diversity.

 

It also emphasizes the principle of

“nothing about us without us”

in terms of working with deaf communities.

HWPL has proposed peace as an institution to resolve the above global threats. The principle of peace that enables this institutional peace is contained in the Declaration of Peace and Cessation of War (DPCW).

The 10 articles and 38 clauses of the DPCW underscore conflict prevention and resolution, gradual reduction of armament and the transition to instruments for daily lives, mutual respect and conflict resolution of religious and ethnic groups, and spreading a culture of peace. DOCUMENTARY ON INTERNATIONAL COOPERATION FOR PEACE IN MINDANAO PREMIERES IN THE PHILIPPINES

 

A documentary film about the international peacebuilding efforts for Mindanao in the Philippines, one of the world’s long-term conflicts sparked by violence that left over 120,000 deaths and millions of displaced persons since the 1960s was released and screened in the Philippines.

 

In celebration of the National Peace Consciousness Month, a peace documentary titled “Great Legacy” premiered in a cinema in Davao City on the evening of September 6, 2022. Around 500 representatives from the government, education sector, media, as well as civic society leaders, religious leaders across the country and peace advocates from Mindanao have attended.

The documentary was produced by SMV Media Group, a broadcast company based in Seoul, South Korea, in collaboration with Heavenly Culture, World Peace, Restoration of Light (HWPL), an international non-profit organization affiliated with the UN ECOSOC advocating for global peace. The film showcased HWPL and actors who engaged in peace-related activities in Mindanao.

 

Davao City Mayor Baste Duterte congratulated by saying,

 

“By showing people documentaries and films on peace, we may encourage more to be one with us in our peacekeeping and peacebuilding efforts for our communities.”

 

HWPL’s peace movement in the Philippines started when HWPL Chairman Lee Man-hee, a Korean war veteran and peace activist, visited Mindanao several times since 2013. He mediated a civilian peace agreement signed by Archbishop Emeritus Fernando Capalla and then Maguindanao Governor Esmael “Toto” G. Mangudadatu on January 14, 2014 in General Santos City. Before the audience of 300 people including politicians, university professors, religious leaders, and students, the representatives on that day promised to cooperate in ceasing the conflict and building peace especially in the Mindanao region which has long suffered the aftereffects of war.

 

This agreement became the starting point of HWPL in raising public awareness about peace not only in Mindanao but throughout the Philippines, based on the universal principles of mutual understanding, respect, and harmony. HWPL’s peace initiatives include law enactment for peace, interfaith dialogues, peace education, and youth and women empowerment, which has brought leaders in different countries to support peace in Mindanao.

In the film, Martin Lee Hojian, former chairperson of the UN Human Rights Commission of the United Nations, praised HWPL led by Chairman Lee, and the Filipino people who had a keen passion for peace. Also, Nabil Tirmage, Asia Pacific Broadcasting Development Organization program manager, said that the civil peace agreement in 2014 is an “amazing case of realization of peace that the world should study”.

1. Introduction

The 8th Anniversary of the September 18th HWPL World Peace Summit will be held on 18 September 2022. The event commemorates the promises made for peace on 18 September 2014 by leaders in politics, religions, women's groups, youth groups, and journalism committed to working for world peace. Since then, annual commemorations are held every 18 September, where all parties share peace initiative plans, progress, and results.

2. Background

Adding to violent conflicts, which have been a constant threat to safety for humanity, the pandemic has exacerbated the uncertainty for humanity's future.

 

The global community has yet to fully recover from the COVID-19 pandemic and still faces various threats such as the Russian-Ukraine conflict, increasing economic instability from supply chain disruptions and inflation, and unsuccessful attempts to address climate change. The situation poses a significant challenge to our chances for coexistence.

 

HWPL has proposed peace as an institution to resolve the above global threats. HWPL's vision for peace as an institution goes beyond temporary measures to cease conflict actions and pursues peace incorporated into laws, values, and cultures, which serve as a mode of behavior for all

individuals and groups. The world is witnessing daily lives being uprooted due to disease, war, climate, and poverty, which, in turn, undermine human dignity and expose many people to an environment where basic rights are not guaranteed. In response to this, HWPL conducted a campaign last year to build a foundation for human dignity in the foreground, in effect promoting human rights. The event will present HWPL projects on universal human rights and their achievements.

HWPL has been working with governments and civil society globally for the past year to promote sustainable development and institutionalization of peace in various fields. HWPL has carried out multiple projects in areas such as promoting human rights, protecting the weak, resolving conflicts peacefully, and spreading a culture of peace in order to establish a sustainable system that will maintain a common will for peace despite the crisis and changes in the global community. HWPL Peace Education Development Forum in the Philippines

In 2014, HWPL Chairman Man Hee Lee went to Mindanao, the Philippines, and mediated a peace agreement between the representatives of the Catholic Church and Islam.

Religious conflict between the two had been one of the great causes of ongoing struggles in Mindanao.

In 2015, Mindanao Peace Agreement Monument was erected in Mindanao. And in 2017, the Commission on Higher Education of the Philippines signed an MOA on peace education with HWPL to teach university students a spirit of peace and train them as peace messengers. They have been making efforts for the implementation of peace education.

At this forum, the attendees sought specific ways to realize peace education in the Philippines. Dr. Ronald L. Adamat, the Commissioner of the Commission on Higher Education, delivered a speech saying, “We are preparing our students to be equipped with knowledge, skills, attitude, and values in conflict resolution and peace works. If values of peace such as unity, love, harmony, and understanding are embedded in them, then criminality will be minimized if not eradicated, corruption will stop, drug addiction will be addressed, and conflict resolution will be erased.” The Commission on Higher Education has approved to integrate peace studies into the recent education curriculum, and they are taking steps to ensure that peace education is implemented in each university.

“HWPL Peace Education Development Forum”

 

was held in the Philippines. This forum was held online attended by Commission on Higher Education commissioners, superintendents, presidents, principals, teachers, and students as well as 375 teachers from Indonesia, Nepal, Bangladesh, Rwanda, and more. They could not gather in the same place due to the pandemic, but they had the same desperate and eager heart for peace. Particularly, this forum was meaningful in that people in educational circles from Mindanao, a region that has suffered from conflicts for many years, attended and presented specific implementation goals for peace education.

Due to the low perception of the history and identity of the Romani people, the Romani people are having many difficulties in each European country. Therefore, we will hold an event to improve awareness and understanding of the Romani people and inform the current state of discrimination faced by the Romani people in each country.

“Roma populate inhomogeneous social and economic worlds, with great diversity within the same ethnic group. Social risks are not evenly distributed among the entire Roma population, being also determined by the forms of construction and identity identification.

The social programmes addressed to Roma beneficiaries must address the Roma in all their variety and avoid looking at the Roma as a homogeneous group. ”

Introduction Webinar

 

On June 18th, a Webinar related to human rights was held under the theme of “From Discrimination and Prejudice to Equality and Tolerance” by the international peace NGO called, Heavenly Culture, World Peace, Restoration of Light (hereinafter referred to as “HWPL”).

Through the Webinar this time, the history and identity of the Romani people were introduced, it was also emphasized that Romani communities need to join in order to seek cooperation and solidarity to improve social awareness. Furthermore, the problems of the system applied to the Romani people who are in the blind spot of human rights were pointed out and discussions were made with emphasis on supplementing the policies.

Background Information

 

As one of the oldest minority groups , approximately 10 million to 12 million Romani people mostly reside in Europe. To this day, however , there are still many prejudices and social discriminations against them due to lack of knowledge.

Therefore , through this event , HWPL wishes to invite people and organizations in each European country to promote an understanding and awareness of the Romani people. Furthermore, we would like to set up a place to discuss what policies each country has for the Romani people, what parts should be supplemented.

About 50 participantsincluding the representatives of NGOs, human rights organizations, as well as journalists and young people from countries such as Romania, Slovenia, Sweden, and Polandjoined the event, and the presentation also suggested a direction to promote human rights based on the core values of the DPCW.

DPCW_1038 : 2022 IPYG Virtual Dance Competition “Dance 4 Peace”


On 7 July, the finals and award ceremony of the 2022 IPYG Dance Competition, Dance 4 Peace, took place online. The event was hosted by the Philippines branch of the IPYG.

 

A total of 1,900 people across 212 teams participated in this dance competition, which included teams recruited from Filipino youth groups and students starting from the end of March. Each team competed in two qualifying rounds from 9 April through 14 May, resulting in the top five teams advancing to the finals.

 

Dr. Ronald L. Adamat, Commissioner of the Commission on Higher Education, and Akmad A. Brahim, Deputy Minister of the Ministry of Environment, Natural Resources, and Energy BARMM, were in attendance for the ceremony. Dr. Adamat gave greetings of peace to the competition’s youth participants and expressed, “I have to congratulate you because this program will go a long way in the promotion of the culture of peace.”

 

A highlight video of the teams that passed each round was then showcased, and the five teams that reached the finals competed for the championship. After the final stage, the grand champion and rankings of each team from 1st to 4th place were announced.

 

Awarded as the grand champion, Indayaw Dance Company stated during their award acceptance speech, “We, the Indayaw Dance Company, supports the DPCW, HWPL, and the IPYG for peace! Peace starts with you, we are one!” The winning team will perform as an official IPYG dance group at various HWPL and IPYG peace events.

 

Coach Lowell Basa Tan of the UST Sinag Ballroom Dance Company, who participated as judge of the competition, shared, “I liked all the performances and the awareness that was given, not only for peace and war, but also for drugs. This was actually nice to see. And I also liked the idea of some parts of the DPCW’s articles being read. I got to understand and listen to it. It’s an honor to be part of the judging panel of this dance for peace.”

This year’s dance competition provided the foundation for the platform for Filipino youth and students to participate in the work of peace, led by the IPYG in the Philippines. Moving forward, the Philippines branch of the IPYG will utilize this platform to promote peace together with all the youth who love and want to achieve peace.

Director Angela Digol of the Philippines branch of the IPYG stated, “Youth, as leaders for peaceful future, need to voice out for the world peace together. Youth can help in spreading and advocating peace through this kind of medium. They can be a messenger of peace in their own little way and contribute in this noble work. Peace is not easy to achieve and it’s even more difficult to achieve alone. However, if 1.4 billion youth around the world are united as one for peace, it will be realized in this era.”

 

Dance moves the hearts of youth and serves as a medium to unite them together. Dance 4 Peace was designed after a long period of cooperation by the Philippines branch of the IPYG and Rotary Club of Manila Metro (RCMM) to spread a culture of peace by harnessing the enthusiasm of the competition’s youth participants as the driving force in generating waves of peace in the Philippines. In addition, it was also designed to spread awareness about the 10 articles and 38 clauses of the DPCW, a tool for achieving peace in the midst of the global crisis caused by the Russia-Ukraine war.

 

The RCMM, which signed an MOU with HWPL on 24 February this year, is an international rotary network club where local communities and individuals unite to create and practice lasting change. There are 50 active members in 3, 810 districts based in Manila, Philippines.
