Russia vetoed a UN Security Council resolution on Friday that would have demanded that Moscow immediately stop its aggression against Ukraine and withdraw all troops, a move several Council members said was deplorable, but inevitable.

Overcoming challenges 

The top UN official outlined the work of the Organization, from feeding the hungry, vaccinating children and promoting development to protecting civilians in peacekeeping operations, mediating conflicts and supporting refugees and migrants, all while “standing, delivering, extending a lifeline of hope.’”

He stressed that although the UN Charter has been challenged in the past, it has “stood firm on the side of peace, security, development, justice, international law and human rights”.  

Time after time, when the international community has rallied together in solidarity, those values have prevailed. They will prevail, independently of what happened today,” the UN chief said. 

“We must do everything in our power so that they prevail in Ukraine but they prevail for all humanity,” concluded the Secretary-General.

Russian Ambassador Vasily Nebenzya said that he would not respond to those who had accused him of abusing his country's veto power.

 

He accused the draft’s sponsors of “spinning tales” about the true situation in Ukraine, including Western allies’ attempts to cover up the fact that they had been flooding the Donbas with weapons.

“You have made Ukraine a pawn in your own game… this resolution is nothing other than yet another brutal, inhumane move on this Ukrainian chessboard,” he said.

Indeed, the situation is being exploited by political and media outlets, he said, citing examples of the “height of propaganda”, including the misuse of images from Donbas to portray what was being referred to as Russian aggression."  

Speaking to the representatives of France, the UK and US, he said that there was no verifiable confirmation about the death of Ukrainian civilians; that photographs of supposed Russian artillery “is fake”; and that reports of attacks on civilian infrastructure were untrue.

Moreover, with its history of aggressions against other countries, the United States was “in no position to moralize.”

The Peace Letter campaign is a way for global citizens to voluntarily practice peace, as anyone can easily participate in this initiative. Please join us to make known how to achieve peace by making our voices heard.

Peace Walk Campaign

Every May and June, youths gather in major cities around the world to hold the Peace Walk campaign. This is to urge support for the DPCW and spread a culture of peace, which is Article 10 of the DPCW. HWPL will not stop until global peace is achieved.

Spreading a Culture of Peace Campaign

HWPL holds various peace culture events such as walkathons, seminars, lectures, painting activities, camps, and more in major cities around the world in order to let a culture of peace take root globally.

DPCW_1038 : Peace Day

Annual event in Mindanao calls forth collective action to develop peace

Over 22,000 social representatives from 51 countries attended the international peace conference celebrating the Peace Day held virtually on January 24.

The event commemorated a civilian-led peace agreement made between the Islam and Catholic communities in Mindanao 8 years ago.

Back in 2014, Heavenly Culture, World Peace, Restoration of Light (HWPL), an international NGO mediated the conflict in Mindanao by proposing a peace agreement by local representatives. Witnessed by Chairman Man Hee Lee of HWPL, the peace agreement was signed by Hon. Esmael G. Mangudadatu, the then Governor of Maguindanao, and Archbishop-Emeritus Fernando Capalla of the Archdiocese of Davao representing local leadership. Since then, the province of Maguindanao and the Moro Islamic Liberation Front (MILF) declared January 24 as “HWPL Peace Day” and have commemorated it as annual event to reaffirm international cooperation and local partnership for peacebuilding in Mindanao.


 

The event, under the theme of

“Law of Peace in Heaven and on Earth”,

aimed to promote interfaith harmony between religions and raise public support to establish international law for peace.

Key figures gave congratulatory messages including Senate President Vicente Sotto III, Senator Panfilo Lacson, Senator Cynthia Villar, Senator Ronald ‘Bato’ Dela Rosa, Chief Justice Alexander Gesmundo, and TV News Anchor Mariz Umali from the Philippines. Keynote speakers from various fields also presented commitment messages declaring their plans on promoting peace in their respective sectors including law, education, youth, women, private business and media.

Prabhu Mahendra Das, Temple President of Sri Sri Radha Madhava Mandir, said that he decided to participate in the World Alliance of Religions' Peace (WARP) Office organized by HWPL as a global platform for religious leaders to talk, share, discuss, learn, and grow together harmoniously and peacefully. For the contribution to peace in the field of religion, he added,

I firmly believe that all religions should enter into a partnership through the form of a Memorandum of Understanding.

 

Justice Raoul Victorino (ret), Chairman of Philippine National Prayer Breakfast (PNPB) and Dean of the College of Law of Philippine Christian University (PCU), shared how he was inspired by the revolutionary movement that HWPL initiated to endorse global peacebuilding through the draft the Declaration of Peace and Cessation of War (DPCW) by global experts in international law to advocate peace as a global culture and norm. At the same time, I will integrate DPCW [education] in the college of law by collaborating with the Philippine Association of Law Schools.

 

Also, representing the Philippines education sector, Commissioner Ronald Adamat of the Commissioner on Higher Education (CHED) shared, The CHED Commission en Banc has issued an endorsement to President Duterte, urging him to declare January 24 as

National Peace Day,

that will provide for simultaneous celebration and observance of peace through peace activities, events, and ceremonies by all instrumentalities and agencies of government, including the private sector. This shall also be celebrated and observed in the education sector.

 

“Our purpose is to bring all people in the world together to create a world of peace and leave it as a lasting legacy for future generations. To make this world a peaceful place without wars, let us become messengers of peace. Let us remind people around the world of that emotion—a longing for peace—and the Peace Day so they can remember all of this forever,” said Chairman Lee during the closing remarks.

Our duty for peace

It is everyone’s duty to reduce the existing causes of conflict and pursue harmonious coexistence.

After two devastating world wars, the United Nations was founded for the purpose of preventing war and maintaining international peace and security. Since then, many international instruments have been developed to ensure peace, and the global community recognized the need not only to prevent and prohibit armed conflict and violence but also to cooperate with each other. Still today, many factors such as interfaith conflict, ethnic hatred, and cultural prejudice are threatening peace.

The international community should work towards a comprehensive legal solution that can secure peace and protect the daily lives of all citizens regardless of their nationality, ethnicity, or religion. By preparing a legal instrument that can ensure and maintain peace at the national and international levels, we can turn our world into a peaceful place.

HWPL is engaged in peace activities centered on the Declaration of Peace and Cessation of War (DPCW) with the aim of establishing a legal framework for sustainable peace.

The ten articles of the DPCW contain three important values

First, prevention of conflict (Article 1-5)

Call upon States to cooperate towards gradual disarmament, repurpose weapons manufacturing facilities to serve purposes that are beneficial to humanity, and develop friendly relations based on respect for the principle of equal rights and self-determination of peoples

Second, settlement of conflict (Article 6-7)

Reaffirm the role of international supervisory bodies in maintaining global peace and security and call for arbitration, mediation, and conciliation as means of settling disputes peacefully

Third, maintenance of peace (Article 8-10)

Address the principles and conduct that can maintain a peaceful global society once it is established

International Mother Language Day 21 February

Using technology for multilingual learning: Challenges and opportunities

International Mother Language Day recognizes that languages and multilingualism can advance inclusion, and the Sustainable Development Goals’ focus on leaving no one behind. UNESCO believes education, based on the first language or mother tongue, must begin from the early years as early childhood care and education is the foundation of learning.

raises the potential role of technology to advance multilingual education and support the development of quality teaching and learning for all. 

Technology has the potential to address some of the greatest challenges in education today. It can accelerate efforts towards ensuring equitable and inclusive lifelong learning opportunities for all if it is guided by the core principles of inclusion and equity. Multilingual education based on mother tongue is a key component of inclusion in education.

During COVID-19 school closures, many countries around the world employed technology-based solutions to maintain continuity of learning. But many learners lacked the necessary equipment, internet access, accessible materials, adapted content, and human support that would have allowed them to follow distance learning. Moreover, distance teaching and learning tools, programmes and content are not always able to reflect language diversity.

Safeguarding Linguistic Diversity

Languages, with their complex implications for identity, communication, social integration, education and development, are of strategic importance for people and planet. Yet, due to globalization processes, they are increasingly under threat, or disappearing altogether. When languages fade, so does the world's rich tapestry of cultural diversity. Opportunities, traditions, memory, unique modes of thinking and expression — valuable resources for ensuring a better future — are also lost.

Every two weeks a language disappears taking with it an entire cultural and intellectual heritage. At least 43% of the estimated 6000 languages spoken in the world are endangered. Only a few hundred languages have genuinely been given a place in education systems and the public domain, and less than a hundred are used in the digital world.

Multilingual and multicultural societies exist through their languages which transmit and preserve traditional knowledge and cultures in a sustainable way.

DPCW_1038 : “Wear the Peace” Clothing donation campaign

Wear the Peace Clothing donation campaign organized through a joint collaboration between HWPL DB Branch, World Organisation of Religions and Knowledge (WORK), and Guncha Foundation on 7th January 2022 hopes to provide relief materials to those in need at this time during the rainy, chilly winter season of January in Delhi.

Winters in Delhi can be quite harsh, especially for the city poor who do not have access to winter clothing (woollens) to keep them warm.

Those who do not have sufficient woollens often suffer (and even die) during the winter as they struggle through the chilly and rainy nights.

According to government statistics, winters are the second major reason for deaths in India, followed by floods. Even if cold weather does not directly affect a person, it can create complications through other illnesses that a body is subjected to under cold temperatures. This is a reason for worry especially for infants and those of old age.

HWPL, along with its partner organisation WORK (Delhi) and support from Guncha Foundation, gathered and distributed clean winter kits comprising of thermals and clothes in the Madanpur Khadar area of Delhi. A total of more than 150 winter clothes were distributed to more than 72 families in need. When winter kits and clothes reach the area, the families are able to save Rs. 800-1000 per family which they would have to otherwise spend on their own. These savings can help them spend more on food and other necessities.

The families in the Madanpur Khadar area of Delhi are familiar with the relief and peace education efforts of HWPL and WORK. HWPL has conducted several peace education programs in the vicinity teaching and emphasizing the importance of peace and unity, especially for the young and upcoming generations.

 

Speaking about the event, Mr. Mubashshir Husain, Head of Delhi of WORK, said, “Today, in collaboration with HWPL, we made distribution based on the needs in the slum area. There is a great need for this, one of which was the distribution of winter clothes. We believe it will be of great benefit to these families and to humanity. Today’s program was very good, and we would like to continue having such campaigns in the future also.”

 

One of the principles of HWPL is “Peace.”

It works for peace. Peace is also the principle of our organisation. The approach of both organisations is the same. Perhaps this is the reason why we are working together for peace. If we want to make the world safe, then there is a great need for peace. If we work together like today, then peace will definitely come. And it will come soon. We have heard the opinion of Chairman Lee Man Hee that we have to work together to bring peace till peace is restored.” added Mr. Husain.

In addition to winter kits, HWPL also provided peace education to those in attendance, especially children. Mr. Mohammad Anas Rafique, Founder of Guncha Foundation, was in attendance during the event and appreciated HWPL’s efforts in nurturing the young generation about peace.

I thank HWPL for coming forward and working with us here. The work HWPL has done here for peace, such work should continue. In such slum areas, no one but HWPL has reached,” said Mr. Mohammad Anas Rafique, Founder of Guncha Foundation. “Many children here do the work of begging, picking up garbage, taking drugs, and are orphans. We have close to 200 children to whom we provide education, food, and counseling.

We also provide vocational, recreational, and health facilities. This is how we are dealing with children. Thus, in such a situation, HWPL provides us a very good platform to deliver the message on peace,” he added.

Building on more than a century of history, radio remains one of the most trusted and widely used media. 

Throughout the years, radio has provided affordable access to information in real time and professional coverage about matters of public interest, as well as guaranteed distance learning and entertainment.

Bridging the gap between traditional and state-of-the art technologies, radio now offers a variety of content through different devices and formats, such as podcasts and multimedia websites.

Recent world events and the COVID-19 pandemic have eroded trust in the media in general, fuelled by the circulation of false content rapidly spreading on social media. But while studies reveal a global decline in trust in the internet and social networks, they show a rise in overall trust in the news. And many citizens still have greater confidence in radio than in other media. 

Digital access to information is far from being equal, with huge differences remaining between regions and between communities. In comparison, radio remains affordable and can be listened to everywhere, even when electricity or connectivity are not reliable. It is also diverse and inclusive. Community radio, for instance, reaches out to those under-represented in the mainstream and social media, who may feel better understood and fairly portrayed and consequently trust their local station. 

On the occasion of World Radio Day 2022, UNESCO calls on radio stations to celebrate the Day through three sub-themes:

  • Trust in radio journalism: Produce independent and high-quality content;
  • Trust and accessibility: Take care of your audience;
  • Trust and viability of radio stations: Ensure competitiveness.
