10 Articles and 38 Clauses of the Declaration of Peace and Cessation of War (DPCW)

IPreamble

Recalling the purposes and principles of the Charter of the United Nations and other international

instruments, including the Universal Declaration of Human Rights,

Acknowledging that all members of the human family enjoy human dignity and equal and inalienable

rights, and that these rights represent a necessary tenet of the preservation of freedom, justice and

peace throughout the world,

Aiming to maintain international peace and security and determined to pass on to successive

generations an invaluable inheritance of a world free of wars,

Ensuring the acceptance of principles and the institution of methods, that armed force should not be

used, save in accordance with the limitations prescribed by international law,

Reaffirming faith in fundamental human rights, in the dignity and worth of the human person, in the

equal rights of men and women, the promotion of social progress and better standards of life for

people and future generations and the need to facilitate peaceful coexistence among the world’s

religions, beliefs, and ethnicities;

Recognizing that the principle of equal rights and self- determination of peoples constitutes a

significant contribution to contemporary international law, and that its effective application is of

paramount importance,

Bearing in mind the universal commitment of the world’s religions to the promotion of peaceful

coexistence, tolerance and mutual respect, and the common spirit that permeates all religious

scriptures and holy texts,

Bearing in mind the sovereign equality of States, and

Convinced that judicial and other dispute resolution measures can replace the rule of war with the rule

of law

#

Call upon States

to establish conditions under which justice and respect for the obligations arising from international

law can be maintained, and

in accordance with the common spirit that permeates all religious scriptures, and the rules of

international law, including fundamental rights guaranteed, to undertake to prosecute and sanction

gross and systematic acts of violence undertaken in the name of religion

to bring about gradual disarmament of weapons of mass destruction and weapons capable of causing

widespread and unnecessary suffering and weapons incompatible with international humanitarian law.

The signatories to the present Declaration do hereby urge that all efforts be made so that this

Declaration is adopted and respected by all States.

INTERNATIONAL DAY : World Tuna Day 2 May

Is your tuna sustainable?

Canned tuna has been a great ally in our pantries during the pandemic. But, regardless of the market exceptionalities caused by the pandemic, we cannot ignore that, for a long time, this product has been a victim of its nutritional success. Tuna is rich in Omega-3 and it also contains minerals, proteins, and vitamin B12, among other advantages.

 

As a result of the amazing qualities of tuna, the fish are threatened by overwhelming demand. According to the latest data, among the seven principal tuna species, 33.3 percent of the stocks are estimated to be fished at biologically unsustainable levels

That is why in December 2016, the United Nations General Assembly voted to officially observe World Tuna Day.

 

The move underlines the importance of conservation management to ensure that we have systems in place to prevent tuna stocks from crashing. Many countries depend heavily on tuna resources for food security and nutrition, economic development, employment, government revenue, livelihoods, culture, and recreation.

Why Jazz?

Jazz breaks down barriers and creates opportunities for mutual understanding and tolerance;

Jazz is a vector of freedom of expression;

Jazz is a symbol of unity and peace;

Jazz reduces tensions between individuals, groups, and communities;

Jazz fosters gender equality;

Jazz reinforces the role youth play for social change;

Jazz encourages artistic innovation, improvisation, new forms of expression, and inclusion of traditional music forms into new ones;

Jazz stimulates intercultural dialogue and empowers young people from marginalized societies.


 In November 2011 the UNESCO General Conference proclaimed 30 April as

“International Jazz Day”.

 

This International Day brings together communities, schools, artists, historians, academics, and jazz enthusiasts all over the world to celebrate and learn about the art of jazz, its roots, its future and its impact.

This important international art form is celebrated for promoting peace, dialogue among cultures, diversity, and respect for human rights and human dignity, eradicating discrimination, promoting freedom of expression, fostering gender equality, and reinforcing the role of youth for social change.

Celebrating the English language at the UN

English Language Day at the UN is celebrated on 23 April, the date traditionally observed as both the birthday and date of death of William Shakespeare. The Day is the result of a 2010 initiative by the Department of Global Communications, establishing language days for each of the Organization's six official languages. The purpose of the UN's language days is to celebrate multilingualism and cultural diversity as well as to promote equal use of all six official languages throughout the Organization.

International Mother Earth Day 22 April


 

When Mother Earth sends us a message

Mother Earth is clearly urging a call to action. Nature is suffering. Oceans filling with plastic and turning more acidic. Extreme heat, wildfires and floods, have affected millions of people. Even these days, we are still facing COVID-19, a worldwide health pandemic linked to the health of our ecosystem.

Climate change,

man-made changes to nature as well as crimes that disrupt biodiversity, such as deforestation, land-use change, intensified agriculture and livestock production or the growing illegal wildlife trade, can accelerate the speed of destruction of the planet.

This is the first

Mother Earth Day

celebrated within the UN Decade on Ecosystem Restoration. Ecosystems support all life on Earth. The healthier our ecosystems are, the healthier the planet - and its people. Restoring our damaged ecosystems will help to end poverty, combat climate change and prevent mass extinction.

But we will only succeed if everyone plays a part.

For this International Mother Earth Day, let's remimd ourselves - more than ever - that we need a shift to a more sustainable economy that works for both people and the planet. Let’s promote harmony with nature and the Earth.

DPCW_1038 : LAW FOR PEACE-MAIN INITIATIVES

1. Support from Governments

Five countries – Seychelles, Eswatini, Comoros, Antigua and Barbuda, and Saint Vincent – have expressed their support for the DPCW at the national level. High-ranking leaders of eight Pacific Island countries announced a follow-up agreement, and the National Assembly of Ecuador prepared a letter supporting the DPCW.

 

 

2. Support from IGOs and Former Heads of State

Former Prime Minister Said Musa of Belize formed the Coalition of Caribbean Leaders for Peace (CCLP), a group of former presidents and prime ministers of the Caribbean Community member states, to support the adoption of the DPCW at the international level, and the group is expanding its advocacy activities. Also, HWPL signed a memorandum of understanding with the Pan-African Parliament (PAP), the legislative body of the African Union, to cooperate on peace work. The International Centre for Black Sea-Baltic Studies and Consensus, whose members are former heads of Eastern European states, signed the Goseong Agreement to work together for the implementation of the DPCW, and the Central American Parliament (PARLANCEN) passed a resolution in support of the DPCW. Former and current national leaders of Pacific Islands countries signed the HWPL – Pacific Islands Comprehensive Agreement on Advocacy for the DPCW to actively advocate the declaration.

3. Support from Civil Society

Since 2016, the “Legislate Peace” (LP) project has collected signatures supporting the DPCW from about 730,000 citizens around the world. Moreover, 176 high-ranking leaders such as former and current heads of state, chief justices, and speakers of parliaments have signed their support for the DPCW.

4. HWPL’s Peace Initiative in Mindanao

Even before the DPCW was proclaimed, its principles were already being practiced in one region, Mindanao of the Philippines. Mindanao is on the path to peace after ending the military collision between the Philippine government and Moro groups, which lasted over 40 years and resulted in more than 120,000 casualties. Seeing how peace was being created in Mindanao according to the Declaration of World Peace, the foundation document of the DPCW, HWPL became certain that a law for peace can transform conflict into peace. Since the DPCW was proclaimed, Mindanao has taken the lead in implementing the DPCW in practice. Mindanao’s governor and a religious leader achieved interethnic and interfaith reconciliation (Article 5 and 9 of the DPCW), civil society is involved in the LP project, and the Ministry of Education is introducing peace education to the region (Article 10 of the DPCW).

5. DPCW Curriculum

On 14 March of every year since 2015, the HWPL International Law Peace Committee meetings have been held, where international law experts discussed ways to achieve the adoption of the DPCW at the international level and contribute to the realization of peace. In order to provide students of law with quality education on the values of human rights and peace in the DPCW, a curriculum was completed in 2020. Currently, education is being offered in India and Bangladesh, and discussions are underway to introduce the DPCW Curriculum to more countries.

DPCW_1038 : A Case Study of the DPCW Handbook Education Project to Institutionalize Peace

From the Dominican Republic, we want to present a case study of the DPCW Handbook Project for institutionalizing peace and present you all our speech in this DPCW Commemoration.

I believe that the DPCW is a document of universal value. It is a vital and ideal document to be incorporated into primary and university education programs with the objective and purpose of providing guidance to citizens about peace as a global movement. In addition, it is a document that can strengthen the rule of law and protect fundamental human rights.

The beginning of our work with HWPL dates back to 2018 with a trip to Washington, D.C. to participate in the 48th General Assembly of the Organization of American States where we met several of the members of HWPL’s international team. Currently, I’ve had the honor of coordinating important dialogues on the DPCW, connecting HWPL with students from INCE University and the Autonomous University of Santo Domingo, which are two of the best universities in our country.

We have worked with the Ministry of Foreign Affairs and the Attorney General’s Office of the Dominican Republic to provide feedback on the Dominican State’s decision-making for public policies on citizen security and human rights, with the DPCW as a guide. We have formed a strong NGO Coalition to support the DPCW and we have presented the DPCW to important non-governmental organizations to support the process of institutionalizing the DPCW in the Dominican Republic.

An important factor for our work in the Dominican Republic is the DPCW Handbook (to teach the DPCW) in schools and universities and at the same time, we are working with civil society organizations and non-governmental organizations. Currently, many professors from different universities are expressing interest and requesting to teach these materials and have DPCW training with their classes. We are in the process of institutionalizing the trainings of the DPCW Manual so that they will not be administered once, but will be part of the international law university curriculum to help instill in the minds of our future leaders the importance of uniting our voices to promote peace through legislation.

Currently, we are working with the Dominican Republic’s Senate and the Chamber of Deputies to approve the Resolution in support of the DPCW, which was drafted by the coalition with comments from HWPL. We are preparing comuniqués for the President of the Dominican Republic, the Minister of Foreign Affairs and the Secretary of the Organization of American States to request support for the DPCW throughout Latin America and the Caribbean.


 

I have the honor to introduce within the framework of the Annual Commemoration of the DPCW, the Non-Governmental Organizations that have formed a coalition to support the DPCW in the Dominican Republic. It is a diverse group of civil society organizations that support the DPCW in the Dominican Republic. It forms strategic alliances in the long run to obtain support for the DPCW and HWPL by other organizations, the government and their key institutions. For example, the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Culture, and the Ministry of Youth.

The organizations are as follows: Commission for the Inter-American Democratic Charter, Dominican Federalist Foundation, National Foundation for Democracy, Dominican Organization for Studies and Promotion of International Relations, Institute of Lawyers for the Protection of the Environment and Natural Resources, Family Restoration Help Center, Dominican Literacy Foundation, Horizon of Light Foundation, Dominican Network for Democracy, and the Dominican Coalition in Support for the International Criminal Court.

We once again thank HWPL and Chairman Lee for their tireless efforts to spread the true message of peace not only in our country but throughout the world. As we continue to work to institutionalize DPCW training at the university level, build and strengthen our CSO coalition, and advocate for the DPCW at the national level through communiqués and meetings with officials, and legislative resolutions, I hope that our passion, plans and progress in the Dominican Republic can be an inspiration for everyone present today. We will continue to be the hands and feet of HWPL and Chairman Lee to create a world of freedom, peace and love that we can leave to future generations, starting here in the Dominican Republic, as an example for the world.
